San Juan sheriff probes advocacy group's gun buybacks in Farmington
New Mexicans to Prevent Gun Violence says dismantling firearms does not violate laws requiring background checks.

Apparently, they didn't follow the law. Shocker. They always think the law doesn't apply to them.
