    Internet search states,

    To give extra alert to drivers as the child may dart into traffic due to inability to perceive danger.

    Attempt at extra level of awarness.

    I suppose it's almost like a "children at play" sign or something. Just making you "more aware" to pay attention.

    Not sure why the parents advertise that bit of information.

    MontanaJoe is spot on.
    Just be extra aware of your surroundings. We moved to the end of a Cul-de-sac when our son was 7 for just this reason. He would dart out in traffic so fast without any understanding of what the possible consequences might be. Just be a little more vigilant and don’t assume that a child standing in a yard isn’t going to dart out in front of you.

    I suppose the permanency of the sign precludes the child being lost in the area. Or maybe not?

    I treat those signs as I would treat a Blind or Deaf child sign. Use extreme caution.
