What is it ?
An old friend passed some time ago & his new friends let me have what was left after they cherry picked. He was very inventive and preferred to make something rather than buy it.
I just found this 4" x 4" x 1-1/4" steel block which is a mystery to me. My only guess is that it has something to do with bullet concentricity. Three ends of the brass rods have different bevels for different sizes. There are rings in the rods that spring loaded ball bearings drop into. The small hole in the face is tapped #8? Rotating the rod with the knurled end doesn't cause the bullet to rotate. I have no other idea & only figure that it is gun related as it was with other items.

??? Scratching my head as I look at it. I have some tools I have made to work on certain firearms, and if someone was to look at it I doubt they would know what it’s for. Seems awfully complicated with no measuring dial to check bullets, when you could use a micrometer with a dial guage to check bullets. If I was to guess, I would say it was something to hold something in place while working on it. Maybe not even gun related.

One of them is a ruler. Used to measure things.
